http:// voipuser.org is offering free SIP accounts, including outbound calls. The target group are people who need a test infrastructure for SIP clients.

Their accounting model is simple: any user must try to have a balance between inbound and outbound calls. The inbound PSTN traffic pays for the outbound PSTN traffic. The balance is shown by a rating. As the service is intended for testing purposes mainly, outbound calls are cut after 10 minutes.
